The Legal Division participates in every contested case at the Commission that is initiated by outside parties. The legal staff drafts and files all pleadings relating to a docket for all subject matters under the jurisdiction of the PUC. The legal staff also works with the subject matter experts in developing the Staff position, drafting and answering discovery, drafting testimony, preparing the experts for hearing, cross-examining the parties at hearing, and briefing Staff positions. Legal staff meets with market participants, participates in rulemakings to ensure that the rules are compliant with the Administrative Procedure Act, drafts legislation, and provides in-house legal advice relating to PUCT issues.
